Had tried on RX-2622V, RX1002, Blades NANO CPX, there will be no any action if Tx power off only.

Are you talking about the fail safe settings in the deviation firmware? That's only for specific walkera rx's. For sure that will not work in a blade nano cpx. I don't know which rx's support getting their fail safe settings from the tx, but if you are sure that the RX1002 works with the stock firmware then we have something to compare.

OK, at least all Walkera receivers do support fail safe function that I used to test transmitter availible range with it.
I want to compare how the Tx power settings work that I had done on DEVO10 and WK2801 before.

You are the 1st person to notice that I forgot to implement it.
I have checked in support for failsafe and tested that it works on my RX1202.

PB, can you check/implement failsafe for DSM2 protocol? DSM2 receiver takes failsafe values in time of binding.
